Mr. Omniscient in found in all the main towns and in sun. The one is sun won't exchange Shattered Soulfrost, Perfect Soulfrost, Shining Soulstone, or Mysterious Essence; you have to go to your main town to exchange these goods. Each of these items give you different things, and if you have multiples of this items you can join them together to get skill books.

First you obtain these items from Abnormal Monsters that appear on Wednesday's at 12:05am, 8:05am, 12:05pm, 4:05pm, and 8:05pm server times in random locations through out the world. You will see a message in the chat window similar to this: "<System> Some powerful abnormal monsters are gathering to the northeast of Linshire. Go to exterminate them."

You will have to be quick cause people wait at teleporters or with teleport scroll books to reach these monsters fast and get the goods, it's a free for all. Also these are high lvl monsters, boss types so you have to pretty strong to take one. Or they can be bought from other players (good luck there).

Now once you get one or more of these items go talk to Mr. Omniscient, in your state or others, not in Sun, and you will see an option to extrange these items. Here's the run down:
